33 What is, in Waltz’s view, the basic “propelling principle,” which will give form and substance to international politics? The series of conceptual sequences set up by Hobbes, which shape so much of the inherited patterns of reasoning that underlie current understandings of international politics, thus implant an unquestioned, and unquestionable, universalism in these understandings of international affairs.
From this, everything else in the liberal worldview follows. This worldview has generally been divided into two main series of claims. One follows from Kant and his belief that the moral imperatives that animate human beings can lead them to seek a universal moral order, which will force states to behave in a more peaceful manner toward their counterparts. The other is derived from Adam Smith’s notion that market dynamics can create frameworks of harmonization and order among human beings that act at cross-cutting purposes from those of the state and constrain its ability to wage war.
